House Speaker Kevin McCarthy (R-CA) has put vulnerable Senate Democrats in a precarious position in recent weeks with votes that could have ramifications in the 2024 elections.

McCarthy pushing two resolutions through the House of Representatives disapproving of the Washington, D.C., crime bill and the Biden administration's rule regarding environmental and social governance considerations for retirement asset managers have put Democrats on the record for likely campaign topics.

BIDEN PICKS 2024 ELECTION OVER DC HOME RULE IN CRIME VOTE FIGHT

The ESG rule by the Labor Department allows asset managers to consider factors other than getting the highest return on investment. Centrist Sen. Joe Manchin (D-WV) slammed the rule as prioritizing a "liberal policy agenda" rather than focusing on increasing people's wealth. Manchin's Senate seat is up in 2024, but he has not decided whether he will run for another term.

Sen. Jon Tester (D-MT), who is up for reelection in 2024, also voted against the rule and is in a similarly dangerous spot for the election, being in an overwhelmingly Republican state.

Another resolution that has caused disarray in the Democratic caucus is the resolution blocking a D.C. crime bill, which passed 250-173, with the support of every Republican in attendance and 31 Democrats. Despite the D.C. Council attempting to withdraw the bill after President Joe Biden vowed to sign the resolution if it reaches his desk, the Senate is still expected to vote on it.

The bill, which would block a massive overhaul in the district that lowered penalties for various violent crimes, also complicated the push in the Democratic caucus for D.C. statehood. Congress has the authority to intervene in local legislation, though it has rarely exercised its power. The last time Congress overruled a district bill was more than 30 years ago.

One Senate Democrat the GOP sees as vulnerable in 2024 is Sen. Tim Kaine (D-VA), who said he was undecided on how he would vote on the bill until Monday. The Senate Leadership Fund, a super PAC closely aligned with Senate Minority Leader Mitch McConnell (R-KY), saw the chance for an attack and slammed Kaine for his indecision.

"Thousands upon thousands of Virginians work in Washington, D.C., every day," the Senate Leadership Fund said Monday, according to the Hill. "But Tim Kaine doesn’t take keeping them safe seriously. Kaine refused to give a straight answer when asked if he’d support GOP legislation that would reverse dangerous changes D.C. made to its criminal code.”
